annual election of a Board of Directors will take place at the Board meetin=

October 27th. The =

is included in this newsletter.
Upon receipt, please complete and submit your ballot either at the O=
ctober
meeting or, if you are unable to attend, mailing it back so that it is rece=
ived
prior to the October 27th meeting. It is very important that you vote=
in
this election as the Board cannot operate without your support. The MWHOA Bylaws requires votes fr=
om at
least 35 properties homeowners to validate the election.

we are also experiencing foreclosures in the neighborhood. Please inform the Board if you not=

Volunteers
As
has become the norm for me, I want to extend my sincere thanks to the many
homeowners who have continued to get involved and assist the Board. I especially want to thank those s=
erving
as part of the Neighborhood Watch program or on one of the other committees=
.
Of
course, I want to extend heartfelt thanks for a great job to the other two
Board members who will not be returning: Carol Hayes, who provided nume=
rous
and selfless hours of service as the Board’s Vice President and
newsletter editor for the past four years and Mahesh Yagnik who
provided committed service as the Board’s member-at-large.
Finally,
I would like to personally thank the current and former Board members and a=
ll
those owners who provided me with guidance and support over the past two
years. While at times it was
challenging, we have successfully made each other and our community better.=
While
my military obligations do not allow me to continue as a member of the Boar=
d, I
will continue to serve the community in whatever capacity that my time allo=
ws.
Trees in the Common Areas – As the weather changes, more trees in t=
he
common areas may pose a potential threat to residences and/or private
property.
Our tree service will be coming out to remove th=
ose that
pose a threat. If you notice =
any
dead, dying, or leaning trees in the common areas, please contact the Board=

e-mail or voice mail.

ch Your
Speed - As our children return to school, we
caution all drivers to slow down.
We continue to receive complaints about people driving well above the
posted 25 mph speed limit in our neighborhood. Please be considerate of our child=
ren as
they wait for school buses or playing in the neighborhood as well as homeow=
ners
who are walking in the community. =
span>The
HOA is requesting a traffic study to ascertain whether speed humps are a vi=
able
solution. Once we get the res=
ults,
your help will be needed as 70% of the homeowners must agree to the humps. =
Stay
tuned for more information on this issue.
Beautification Committee – The Beautification Committee will soon =
be
planting trees and plants donated by the county. The committee, chaired by owner Gl=
oria
Schultz, will be seeking volunteers to assist in this effort. Please volunteer to help.

informed as that request moves through the channels.
Dumpster
Day - Since the dumpste=
rs in
the neighborhood were a great success, the Board will try to make this a
semi-annual event. However,
we’ll need everyone to cooperate and only dump authorized materials.<=

style=3D'mso-spacerun:yes'> You can anticipate another dumpster
sometime in the spring of 2009; we’ve used our allocation for this ye=
ar.
Christmas in April – The Association has received materials =
about
the Christmas in April program with a request that we inform our
neighborhood about this opportunity for qualified seniors. Chris=
tmas
in April is a non-denominational organization that provides home repair
services free of charge to senior citizens who either have a low to
moderate income or are physically challenged. All of the work is
done on the last Saturday in April by skilled and unskilled volunteers. Repairs differ in each home, but t=
hey
can include: interior and exterior painting, minor carpentry, plumbing and
electrical work, replacing appliances if not working, and clean-up/yard
work. Applicants must own and=
live
in the home to be repaired. T=
he
services are performed by volunteers in a 6 to 8-hour time period.&nbs=
p;
The deadline to apply for the April 2009 service= is November 1, 2008. &nb= sp; You can find the application and other information by clicking Christm= as in April on MWHOA’s website (www.mwhoa.com) under “Links.” If you d= o not have access to our website and are interested in learning more, contact the Board at our phone number or mailing address and materials will be provided to you.<= o:p>
Bulk trash, trash cans, recycle containers



The Board has received complaints about trash ca=
ns, discarded
items, barbecue grills, and recycling containers, to name a few, being kept or stored near garages a=
nd on
the sides of some of our neighbors’ homes visible from the sidewalks.=
Not only is this an eyesore, but i=
t adversely
affects the property values of our homes.&=
nbsp;
It should certainly be every homeowner’s goal to maintain their
property value.
One of the goals of the MWHOA is to promote
maintenance of a quality neighborhood appearance and for our homes to have =
what
is referred to in the real estate market as “curb appeal.” Plea=

property and please store your trash cans and recycle bins in your garage o=

Q. Do I need prior approval =
from
the Board for exterior home improvement projects?
A. If your project only invol=
ves
repair or replacement of existing items (such as windows, siding, porch
railing, roof) with those of a similar style, color and material, you do no=
t need
to submit the proposed work for prior approval. In general, home maintenance that =
does
not materially alter the appearance of your home or property does not requi=
re Board
approval. Tree, flower and sh=

landscaping also generally does not necessitate prior Board approval. In most other cases, however, prior Bo=
ard
approval is required.

If I am planning a home improvement project that would materially alter the=
exterior
of my home or property, what steps must I take to get the project approved?=
A.
After you have spoken with your
contractor or drawn up plans, you should send a written request for approva=
l to
the Board (including an illustrated copy of the plan). The Board does not want to stand i=
n the
way of homeowners who want to improve their property, so =
Board
action is generally completed very promptly. We encourage projects that will in=
crease
the value of your home! The B=
oard
needs, however, to determine whether the proposed project falls within the
applicable neighborhood rules and guidelines. The Board has 30 days after receipt of your request to approve or disappro=
ve
your proposal. We may ask to =
visit
the site, request more written information from you, speak with you in more=
detail,
or meet with your neighbors who may be affected by the proposed project.
Q. Are there other steps I should take b=
efore
starting a home improvement project?
A.
The Board suggests that you get
references for any contractor that you might use for your project. Make sure
they are licensed by the Maryland Home Improvement Commission (MHIC). The State of Maryland maintains an
online database where you may search for your contractor’s MHIC
registration number. Finally,=
be sure
that you have applied for and received the necessary Prince George's County=
permits
before you begin. If you have=
any
questions regarding the permit process, you may call the County Permit Offi=
